ELVES Publishes Final Electric Loops Report - Electric Loops: Reflections for End-of-Life Vehicles Policy

This week ELVES published the final deliverable in its Electric Loops project, the Electric Loops: Reflections for End-of-Life Vehicles Policy report. The report provides a policy lens to the results from the very successful Electric Loops project, investigating the reuse and recycling value of electric vehicle component parts.

The Reflections for End-of-Life Vehicles Policy report looks at what the project can tell us about future target calculation methodology.  It also reflects on the new EU Batteries Regulation and the proposal for a new EU ELV Regulation and what insights the project findings can provide on their implementation.

In addition, the report looks at the project’s impact, following a survey of ATFs. The survey found that over 95% of ATF respondents said that the results were very useful, a little bit useful or expect the results to be useful to them in the future.

Indicating the current low volume of EVs going through the end-of-life system, 38% answered that the Matrix was ‘not useful at the moment but expect it to be useful in the future’, while 48% of respondents reported having no experience of selling EV parts as yet.  The recycling value of component parts was recorded as being the most useful of the results categories. ATFs expressed interest in further analysing the costs and time involved in depolluting and dismantling EVs generally compared to internal combustion engine (ICE) vehicles.

ELVES through its Electric Loops project set out to investigate the reuse and recycling values of electric vehicle parts for ATFs and metal recyclers in Ireland.  The ATF Data Matrix, published in April 2024, provided an easy-to-read summary of the reuse, remanufacturing and recycling data from the project. It was published alongside a supporting report: Electric Loops: Report for Authorised Treatment Facilities (ATFs) and Metal Recyclers. This week an additional report Electric Loops: Reflections for End-of-Life Vehicles Policy was published alongside an updated Policy Data Matrix, including additional data.

It is hoped that the ATF Data Matrix and supporting reports will help Authorised Treatment Facilities (permitted scrapyards) and metal recyclers create reuse and recycling pathways needed for the End-of-Life Vehicles of the future.

The Electric Loops project was funded by the EPA Green Enterprise programme. The EPA Green Enterprise programme is a Government of Ireland initiative funded by the Department of the Environment, Climate and Communications.
